Dissertation note: Dissertation (Ph.D) -- Universiti Utara Malaysia (UUM) 2018 Abstract: Within 22 years (1981 - 2003) Tun Dr. Mahathir Mohamad assumed the post of Prime Minister, various policies and developments introduced by him to build a better Malaysia. The leadership style of Tun Dr. Mahathir Mohamad has been recognized and exemplified by other Muslim countries. However, there are criticisms and disputes about his allegedly secular leadership. This has become a polemic among politicians, religious leaders and academics, causing people to feel confused. Thus, this study aims to investigate the Islamic leadership of Tun Dr. Mahathir Mohamad throughout his leadership. Therefore, this study focuses on Tun Dr. Mahathir Mohamad's background as the leader, and identify the characteristics of Islamic Leadership practiced by him. The study also analyzes the impact of Islamic leadership of Tun Dr. Mahathir Mohamad based on the perceptions of politicians and academics. This study uses a qualitative approach based on case studies. The data were obtained through documentation, observation and interview methods. Meanwhile, data analysis using Nvivo. The findings show that the policy introduced by Tun Dr. Mahathir Mohamad and the applications are based on the Islamic leadership. For example, the Basic Application of Islamic Values, National Development Policy, Clean, Efficient and Trustworthy, Syariah Courts and the establishment of Bank Islam proved this. Every policy and development is the identity of Tun Dr. Mahathir Mohamad which does not contradict the fundamental principles of Islam. Therefore, it is hoped that this study can be used as guidance for future leaders.
